Dr. Abdallah Baguma is a Senior Expert in Higher Education Accreditation and Quality Assurance. He currently serves as the Deputy Vice Chancellor for Academic Affairs, Research, and Consultancy at the University of Tourism, Technology and Business Studies (UTB), Rwanda. He is also a DOLPA EA Board Member.

Prior to joining UTB in August 2025, he held various positions in accreditation and quality assurance at the African Leadership African Leadership University (ALU), Rwanda from January 2021 – April 2025 and at the Higher Education Council (HEC), Rwanda since 2007 when HEC started its operations, until October, 2020 when he took leave for non-specified period.

Dr. Baguma is a one of the Technical and Policy Advisor for the Pan African Accreditation and Quality Assurance (PAQAA) Initiative. He is the Immediate Past President of the East African Higher Education Quality Assurance Network (2021–2023) and currently serves as President of the Rwanda Higher Education Quality Assurance Network (RWAQAN). Additionally, he is the Secretary of the Technical Advisory Committee (TAC) of the Board of the Institute of Policy Analysis and Research, Rwanda (IPAR-Rwanda).
He holds a PhD in Sociology from the University of Aberdeen, Scotland, a Master of Research in Social and Educational Research Methods from the Kigali Institute of Education, Rwanda, and a BA (Hons) in Social Sciences from Makerere University, Kampala, Uganda.

Dr. Baguma is an alumnus of the German Academic Exchange Service (DAAD), a member of the East African Higher Education Quality Assurance Network, and an Ambassador of the Harmonization of African Higher Education, Quality Assurance and Accreditation (HAQAA) Initiative. His professional interests include fostering academic linkages and partnerships at national, regional, and international levels.
